2004 ANNUAL BUSINESS MEETING
MINUTES

SEPTEMBER 17, 2004

Board President Sam Forsyth called the meeting to order at 9:00 a.m. Attendance was estimated at 122 members.

Sam welcomed everyone to the meeting and asked for impressions of this year’s list of classes and suggestions for next year. Positive responses were received for all classes, with requests to bring back the Technical Inspection of Real Estate, and for CATA to offer IAAO’s personal property classes, classes on the valuation of special purpose property, and classes for GIS mapping as a valuation tool.

Paul Pandow, the Village at Breckenridge Resort Banquet Management was recognized for his work on this year’s conference, solving all our issues and helping us to deal with the construction at the resort. He was awarded a CATA embroidered ball cap as a token of our appreciation.

Sam asked the membership for their views on allowing proxy voting for the business meeting. A majority of members indicated they were interested in exploring the issue. Sam also asked the membership if they would be interested in having a dinner business meeting during the week in place of the Friday session. The membership was overwhelmingly in support of the idea. The 2005 Executive Board will address these issues and more information will follow.

Sam provided the following statistics on this year’s conference:
• 362 attendees, a 27% increase from last year
• The DPT provided 18 classes with 493 class days, 3,835 continuing education hours for an average cost of $5.78 per credit hour.
• 6 different classes from non-DPT providers totaled 241 class days and 2,340 continuing education hours at an average cost of $55.85 per credit hour.
• Overall totals for 2004 are 24 classes providing 6,175 credit hours at an average cost of $22 per student.

Sam thanked the membership for their continued support, and especially thanked the Assessors and the DPT for their support and participation.

Sam introduced the standing board members and asked them to speak about their roles in putting this year’s conference together:
• 1st Vice President Daniel Martinez reported on his role in working with the Resort contracts, providing the food and rooms and coordinating the rooms and equipment. Daniel thanked president Sam Forsyth and board member Paul Beacom for the support he got from them to get everything done.

• 2nd Vice President Vern Penton stated his role in the conference was to get the outside class providers under contract and to put together the conference folders. Vern thanked Board secretary Mike Peterson and Debra Fangmeier for their assistance with the providers and to all the board members that helped him to stuff all the conference folders. Vern also commented on the success of using the class survey to get the members opinion on which classes to provide. Vern was also responsible for getting all the door prizes.

• Treasurer Loren Morrow reported he was responsible for collecting all the conference fees and class fees and to develop each of the class lists. Loren especially thanked Dave Hawker from Tyler Technologies (formerly ECS) for their donation of the laptop computer last year that has made his job much easier. Loren also reported that he was working with Sam Forsyth on getting the association registered with the State of Colorado and getting our status set with the IRS as a 501(c) 6 non-profit organization.

• Secretary Mike Peterson reported his primary responsibilities were to keep minutes of the meetings, and to communicate with the membership. He commented about the success in getting the Website www.cata-log.org online and the board’s work on getting more information to the individual members via emails.

• Board Member Debra Fangmeier reported that she was responsible for getting the nametags for this year’s conference printed and organized. Debra especially thanked Kay Martin from Boulder County for her assistance in getting the nametags printed. Debra also thanked board members Andria Collins, Paul Beacom and Loren Morrow for their assistance.

• Board Member Andria Collins spoke about her role on coordinating with the private vendors Apex, CCI, Tyler Technologies (formerly ECS), Farragut Systems and Pictometry. Andria gave special thanks to the vendors for their donations of door prizes – Apex donated a DVD player, Tyler donated hats and an Eagle hand puppet, and CCI donated a coffee mug and a blanket.

• Board Member Paul Beacom was recognized for his 7 years of service to CATA as a board member and past president. Paul was awarded a plaque for his service and offered the following acceptance speech (the longest speech of his career) “Thank You”.

Sam asked that everyone observe a moment of silence for members no longer with us: Denver Assessor Jerry Ogden, and Norma Davis, longtime assistant to the Gunnison County Assessor. CATA has made a donation to the Denver area Hospice in Jerry’s name . Sam reported that Garth Thimgan would not accept his honorarium for teaching the IAAO class this year and allowed us to make a donation in his and CATA’s name to the family of Norma Davis.

Elections of officers was held with the following members being elected by unanimous acclamation of the membership:

• President Daniel Martinez (Mesa County)
• 1st Vice President Vern Penton (Adams County)
• 2nd Vice President Debra Fangmeier (Weld County)
• Secretary Mike Peterson (Summit County)
• Board Member Andria Collins (Eagle County)

The final Board Member position was awarded to Ken Larson from Boulder County after David Pennington withdrew his nomination.

Guest Speaker Robert Gunning, a former Assistant Boulder County Attorney made a presentation on the Legal Considerations of Field Inspections by Assessment Professionals.

The second speaker was George Rosenberg, Assistant Arapahoe County Attorney presented a discussion on the BAA – What works? What doesn’t? Reports, Strategy & Future Issues.

The meeting was adjourned at 12:00 p.m.
